Vsync, mirrors and OpenGL nailed it for me after YEARS of trying everything and going through several OS,hardware upgrades. Your hardware isn't the same as mine or anyone elses. Even if the 'fix' works for him/her that i put up, doesn't mean to say it's going to work for you. i'm going to try Open GL now to see how that fairs with this stutter. It seems its a bug in the main game itself that the old mods fixed.
